Moore was born into an artistic dynasty, as the son of the painter William Moore (1790-1851) and brother of Albert Joseph Moore (1841-1893) and John Collingham Moore (1829-1880). Moore worked principally as a landscape painter, and was particularly prolific as a marine artist, with an exceptional skill for evoking the movement of the waves, conveying the theatricality of dramatic, stormy seas as convincingly as the calm waters of a still day.
